Acceptable Use Policy for QR‑CMS (QRTO) Service

This Acceptable Use Policy (hereinafter referred to as the "Policy") establishes the rules of conduct for Users when working with the SaaS service QR‑CMS (QRTO) (hereinafter referred to as the "Service"). The Policy is aimed at ensuring the legal, safe, and correct use of the Service.

By using the Service, the User confirms their agreement to comply with this Policy.


1. General Provisions

  • The Policy defines what is permitted and prohibited for the User within the Service.
  • Violation of the Policy may lead to access restrictions, content removal, or account blocking.
  • The Operator has the right to update the Policy unilaterally.

2. Prohibited Activities

The User agrees not to use the Service for any illegal, harmful, or morally violating actions.

Below is an extended list of prohibited actions.


2.1. Illegal Activity

It is prohibited to use the Service for:

  • violations of the legislation of the Republic of Kazakhstan;
  • distribution of materials that violate copyrights, trademarks, patents;
  • fraud, phishing, deception, forgery of documents;
  • illegal business activities;
  • bypassing the requirements of the legislation on advertising.

2.2. Prohibited Content

It is prohibited to place, store, distribute, or advertise:

Drug-related Content

  • instructions for the manufacture, purchase, sale, storage of drugs;
  • materials with information about distribution schemes, places of receipt;
  • links to Telegram channels, websites, or QR codes leading to such information;
  • any materials promoting drug use.

Content Violating Public Order

  • extremist materials;
  • propaganda of terrorism, violence, racial or religious hatred;
  • pornography, including child pornography;
  • materials of a sexual nature that violate moral standards;
  • content aimed at causing harm to third parties.

Fraudulent and Malicious Content

  • phishing pages;
  • malicious redirects;
  • links to viruses, trojans, exploits;
  • deception schemes, financial pyramids, "fast money".

False or Misleading Information

  • fake company pages;
  • fake menus, price lists, QR codes;
  • false advertisements aimed at causing harm.

Prohibition on the Distribution of Weapons

The User is prohibited from placing, storing, distributing, or advertising materials related to the circulation of weapons, including, but not limited to:

  • firearms, cold weapons, traumatic, gas weapons;
  • ammunition, explosives, pyrotechnic products;
  • instructions for the manufacture, acquisition, storage, or use of weapons;
  • links to resources containing such information.

Other Information Prohibited by Law

The User is prohibited from placing, storing, or distributing any information that is directly or indirectly prohibited by the current legislation of the Republic of Kazakhstan, including, but not limited to:

  • materials that violate the norms of public morality and safety;
  • information restricted in distribution (state secrets, official information, personal data of third parties without consent);
  • content that violates the requirements of the legislation on advertising, child protection, personal data protection, and other regulations.

2.3. Security Violations

It is prohibited:

  • attempts to hack the Service or infrastructure;
  • bypassing technical restrictions;
  • penetration testing without permission;
  • use of automated bots, scripts, parsers;
  • gaining unauthorized access to other people's data.

2.4. Resource Abuse

It is prohibited:

  • excessive load on servers (DDoS, mass requests);
  • using the Service as a CDN, file storage, or proxy;
  • mass mailing of spam via QR codes or pages;
  • creating multiple accounts to bypass restrictions.

2.5. Misuse of QR Codes

It is prohibited to use QR codes for:

  • redirection to malicious sites;
  • distribution of prohibited content;
  • hiding fraudulent schemes;
  • bypassing Service restrictions;
  • masking illegal activities (including drugs, weapons, gambling).

3. User Content Requirements

The User agrees to:

  • place only legal and correct content;
  • have rights to uploaded materials;
  • not use other people's brands, logos, trademarks without permission;
  • comply with the norms of business ethics and respect for other Users.

4. User Responsibility

The User is responsible for:

  • all content placed in the Service;
  • actions performed through their account;
  • compliance with the legislation of the Republic of Kazakhstan;
  • consequences of using the created QR codes.

The Operator is not responsible for User content.


5. Operator's Rights

The Operator has the right to:

  • restrict access to the account if a violation of the Policy is suspected;
  • delete content that violates the rules or the law;
  • block QR codes, pages, or the account;
  • request confirmation of identity or rights to the content;
  • transfer information to government agencies if required by law.

6. Consequences of Violations

Depending on the nature of the violation, the Operator may:

  • issue a warning;
  • temporarily restrict functionality;
  • delete content;
  • block individual QR codes or pages;
  • block the account without a refund;
  • terminate the offer agreement unilaterally.

8. Final Provisions

  • The Policy is governed by the legislation of the Republic of Kazakhstan.
  • All disputes are resolved in accordance with the legislation of the RK.
  • The Policy is an obligatory part of the Offer Agreement.
